Job Description

PLEASE NOTE: Please submit all bids with a 1.00 placeholder bid. Once bids are reviewed and interview selections are made, bids will be requested. There is a $135 max bill rate. Please do not exceed this rate during recruitment. Please DO NOT include the rate on the required cover sheet.
Utah residents only-80% onsite 20% offsite. An in-person interview is required.
Interviews are tentatively scheduled for 3/30 and 3/31. Please ensure your candidates are available for in-person interviews during that time.

• For your bid to be complete. You must include the following:
o $1/hr. bill rate
o Evidence of your candidate authorizing you to represent. (RTR)
o A vendor fully completed MMR (Template is in the attachment section of posting)
o Your candidate’s resume
o Cover Sheet (no bid included)

Required skills:
.NET and .NET core developer with 3+ years of experience
C# developer with 5+ years of experience
Extensive Entity Framework experience
Extensive skills in HTML/CSS, Angular
Extensive experience with the development of web applications, web
APIs, microservices and batch jobs
Expert knowledge of the Unemployment Insurance tax and benefits
systems
Expert knowledge in scanning and imaging systems
Extensive SQL and database knowledge and skills
Experience with the Oracle database
Experience with the Postgres database
Experience with DevOps, including GitHub actions and managing a
CI/CD pipeline
Experience with AWS cloud platform is preferred
Translate visual and written designs into efficient front-end components
Establish and implement best practices and standards for all front end
visuals
The Ideal Candidate:
Broad experience using C# with ASP.NET, .NET Core, Angular and Web
APIs
Excellent Communication skills and willingness to work with software end
users
Good problem solving and troubleshooting skills
Willing to work closely with business analysts on usability and design
Able to learn new skills quickly and mentor others
Experience with AWS

Scoring:
30%-Quality and Experience with C#

20%-Quality and Experience with .NET

15%-Quality and Experience with Angular 2+ framework or higher

15%-Quality and Experience with relational DBs

20%-Cost

In the event of a tie in the total score between candidates in the top/winning positions, the technical score will be calculated (sans the cost factor), and the highest technical scorer of the tied candidates will be awarded the position. Should this method fail to yield an ultimate “winner,” the candidates will be asked to participate in a best and final offer process.

• The amount listed on this scope of work is a current project budget. Additional funding can be added by the requesting agency by amendment to the scope of work. Contractors must not allow work to continue that will cost more than the allowed budget without an amendment first being approved.
• The position/project duration listed on the scope of work may be extended by the requesting agency by amendment to the scope of work for a time period up to a total of 5 years. Contractors must not allow any work to be done after the end date without an amendment first being approved.
