Job Description

Client: State of Iowa, Department of Management, Division of
Information Technology (DOM DoIT)

Position Overview

–
Code samples or a portfolio are required upfront with every submission,
including front-end and UI work. Do not submit candidates who cannot provide
them. Candidate who are submitted without code samples or portfolio will be rejected.  Links can be inputted on the resumes.

DOM DoIT is seeking two senior-level developers focused on
.NET development and front-end, UI/UX work to support and enhance enterprise
applications serving Iowans across state programs. These are hands-on roles for
developers who build the .NET backend and the user-facing front end, and who
can hit the ground running with modern best practices.

The current environment uses Bootstrap and Material. The
State is transitioning toward an enterprise design system across teams and AWS
in the future. Candidates must already understand enterprise design systems and
be able to work within one independently, without foundational training.
Accessibility is the core purpose of this role. Every deliverable must meet
WCAG 2.1 AA and Section 508, and accessibility is weighted as heavily as the
technical focus.

These positions are fully remote. Candidates located in Iowa
are preferred.

Role Weighting

–
.NET and C# development: approximately 40
percent

–
Front-end development, UI, and UX: approximately
40 percent

–
Middleware and APIs: approximately 10 percent

–
SQL Server: approximately 10 percent

–
Accessibility: a heavy, core requirement across
all of the work above

Key Responsibilities

–
Develop, enhance, and support enterprise
applications using .NET and C#, including MVC and Web Forms where they remain
in the environment.

–
Build front-end interfaces using HTML5, CSS,
Sass, and JavaScript, translating designs into responsive, production-quality
pages and components.

–
Apply UX and UI best practices and design
thinking in the front end, including layout, interaction patterns, and
usability, and collaborate with designers on implementation details.

–
Implement and extend components within the
current Bootstrap and Material environment and the enterprise design system as
it rolls out, understanding how a design system differs from a component
library or framework.

–
Code to WCAG 2.1 AA and remediate accessibility
issues, testing with assistive technologies such as JAWS and automated tools
such as axe.

–
Design, build, and maintain backend services and
APIs, with supporting middleware and SQL Server work as needed.

–
Apply secure coding practices, including
appropriate use of encryption APIs, and handle classified and sensitive data in
accordance with state requirements.

–
Manage source control, deployments, and CI/CD
processes using Azure DevOps.

–
Troubleshoot and resolve production issues
across applications and environments.

Required Qualifications

–
Bachelor’s degree in Human-Computer Interaction
(HCI), design, computer science, or a related field, or equivalent professional
experience. A graduate degree in HCI is preferred. A degree in design or HCI
combined with a solid coding background is preferred. Multiple degrees and
certifications are valued.

–
Strong .NET and C# development experience, and
strong front-end development experience. These two areas are the core of the
role.

–
Demonstrated UX and UI knowledge: design
thinking, usability principles, responsive design, and experience turning
designs into working interfaces. A portfolio should show UI work, not only
backend code.

–
Front-end depth in HTML5, CSS, Sass, and
JavaScript.

–
Formal WCAG training and demonstrated experience
coding and testing for WCAG 2.1 AA, including hands-on use of accessibility
testing tools.

–
Recent experience (within the last three years)
with current frameworks and modern best practices. Legacy system experience
older than three years will not align with the State’s upcoming standardization
efforts.

–
Experience working within an enterprise design
system.

–
Experience with Azure DevOps and CI/CD
pipelines.

–
Working knowledge of SQL Server, APIs, and
middleware integrations.

–
Experience supporting enterprise production
applications, and experience handling classified or sensitive data.

Preferred Qualifications

–
Accessibility certification (for example, DHS
Trusted Tester, IAAP WAS, or CPACC) or equivalent formal training.

–
Experience supporting government or healthcare
systems.

–
Experience with Angular, GitHub, and AWS
services.

–
Experience modernizing existing applications
rather than building greenfield solutions.

Vendor Submission Guidance

–
Code samples or a portfolio are required upfront with every submission,
including front-end and UI work. Do not submit candidates who cannot provide
them.

–
Candidates must arrive at interviews prepared
and on time, ready to demonstrate hands-on execution and discuss practical
examples, including Web Forms, design systems versus Bootstrap, and Sass and
HTML5. Assurances that a candidate can learn quickly on the job are not a
substitute for existing proficiency.

–
Prior candidate pools missed the mark on at
least one core requirement in every case, most often formal WCAG training and
hands-on front-end experience. Screen against every core requirement before
submitting.

–
Highest priority: .NET and C# development,
hands-on front-end development with UX and UI knowledge, WCAG accessibility
with formal training, and enterprise design system experience.

–
Strong preference: CI/CD, classified data
handling, and government or healthcare experience.

–
Supporting skills: SQL Server, middleware and
API development.

–
Nice to have: Angular, AWS, GitHub.

Ideal Candidate

–
The ideal candidate is a developer who is strong
in .NET and equally strong at the front end: they build the interface Iowans
actually see, to design standards, accessibly, and they can show that work.
They already work the way these teams are moving: modern practices, an
enterprise design system, and accessible code tested with real tools, without
foundational training or a long ramp-up.

–
Primary skill set: .NET, C#, HTML5, CSS, Sass,
JavaScript, UX and UI design implementation, WCAG 2.1 AA accessibility and
testing tools, REST APIs, Azure DevOps, CI/CD, enterprise design systems.

Position focus: accessibility first, with .NET
development and front-en
