Job Description

The NC DHHS is seeking a senior Agile Scrum/Flow Master to support the DPH Data Modernization project. This position carries the responsibility of assisting agile teams throughout their ceremonies, as well as planning and executing Epics and features that deliver business value to both the project and ongoing operations and maintenance. The role involves daily tracking of assignments, prioritizing tasks in collaboration with business stakeholders and divisions, and actively working to remove obstacles that hinder the team’s progress. Additionally, the Scrum/Flow Master will coordinate release planning alongside technical leads and team members.

Job responsibilities include, but not limited to:
– Facilitate all Scrum ceremonies (Daily Scrum, Sprint Planning, Sprint Review, Sprint Retrospective).
– Ensure the team maintains focus on delivering high‑priority backlog items each sprint.
– Support the Product Owner with backlog refinement and maintaining a clear product backlog.
– Guide the team in achieving Definition of Done for all work items.
– Coach
and mentor team members on Agile/Scrum best practices and foster a culture
of transparency, accountability, and collaboration
– Shield the team from external interruptions to maintain sprint focus.
– Foster an environment of collaboration, accountability, and transparency.
– Promote continuous improvement through retrospectives and feedback loops.
– Identify, track, and remove blockers affecting team delivery.
– Escalate risks and dependencies when necessary.
– Encourage proactive problem‑solving and conflict resolution.
– Partner with Product Owners, stakeholders, and leadership to ensure alignment.
– Facilitate communication across teams when working in scaled Agile environments.
– Ensure the team has the tools and support needed (e.g., JIRA, Azure DevOps).
– Track and report on team performance metrics (velocity, burndown charts, cycle time).
– Use
data and metrics to support transparency and informed decision‑making.
– Maintain
visibility of team progress for internal and external stakeholders.
