About the Role
The Business Analyst will support the team by performing detailed requirements analysis, workflow design, process documentation, and guiding user acceptance testing as we replace multiple legacy systems with a modern, comprehensive solution.
Experiences Required for This Role
Requirements Analysis – At least 5 years of experience and use cases with the following:
· Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions
· Leading reviews of business processes and developing optimal workflows to increase efficiency of system and user resources
· Staying up to date on the latest process and IT advancements to automate and modernize systems
· Conducting meetings and presentations to share ideas and findings
· Working closely with clients, technicians, and managerial staff
· Managing projects, developing project plans, and monitoring performance
· Updating, implementing and maintaining procedures
· Prioritizing initiatives based on business needs and requirements
· Serving as a liaison between stakeholders and users
Process Documentation – At least 3 years of experience and use cases with the following:
· Documenting and communicating the results of your requirements analysis
· Effectively communicating your insights and plans to cross-functional team members and management
· Gathering and reporting critical information from meetings with various stakeholders
· Monitoring solution design through the Systems Development Life Cycle to ensure project goals are fully realized
User Acceptance Testing – At least 2 years of experience and use cases with the following:
· Ensuring solutions meet business needs and requirements
· Designing and performing user acceptance testing

· 1 year of user research and analytics Proficiency with MS-Office tools including MS-Visio, Project, and PowerPoint.
Administrative Considerations
The Business Analyst will work closely with Collections users and management to develop a deep understanding of current workflows, bottlenecks, and goals. This understanding and insight will then be leveraged while working with the vendor to facilitate the design, delivery and testing of an efficient, cohesive replacement solution. As a contract employee, the Business Analyst shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.
The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. Primarily on-site presence is required, with instances of remote work allowed with pre-approval. Payment will be on a time and material basis and paid only for hours worked. Local Travel Reimbursement is not provided.
State Resources and Oversight: This position will be overseen by a DAS/BITS IT Manager and the Collections Department Assistant Director Frank Rivera, who will lead the project team. The contractor will be provided workspace and[R(3] all computer hardware and software needed to execute and perform the duties for this program.
The consultant will:
Ø Provide timely delivery of all assigned tasks
Ø Work with the Project team in managing project deliverables
Ø Use the DAS supplied SharePoint/Team site to store and collaborate on project documentation
Ø Be responsible for reviewing project tasks, schedules, and resources and make changes or additions, as appropriate; measuring and evaluating progress against the Project Management Plan (PMP)
Ø Address and resolve deviations from the PMP
Ø Participate in regularly scheduled project status meetings
Ø Prepare and submit weekly status reports to the co-leaders
Ø Follow the project change control procedures
Ø Review of deliverable materials
Ø Provide documentation and transition work to state employees at end of engagement
Security/Privacy Considerations: Information accessible by the contractor may be sensitive, confidential or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities. A background check will be required.
