Job Description

Project Manager 3 – Information Technology Procurement Officer

Administers and manages the IT competitive procurement processes for the State of Iowa’s Department of Management (DOM), conducts competitive bidding, negotiations, awarding of contracts and plays an integral role in proposal preparations. Prepares Requests for Proposals (RFPs) for DOM. Develops and maintains vendors’ bid files; attends/conducts formal bid letting, awards bids for IT equipment and services and secures items at a reasonable price. Interacts with vendors to negotiate contract terms and conditions on behalf of the DOM. Acts as the Issuing Officer for competitive procurement offerings. Relies on experience and judgment to plan and accomplish goals. Performs tasks with increasing complexity and tasks requiring detailed analysis and research. Reports to the IT Procurement and Grants
Management Team Lead.

DUTIES AND RESPONSIBILITIES- Writes and edits RFPs, RFBs, and RFIs on behalf of DOM and all state agencies for IT goods and
services.
– Works closely with state agencies to compose competitive procurement documents.
– Counsels state agencies regarding competitive procurement processes, and manages
expectations.
– Assists with negotiating contract terms and conditions with vendors.
– Champions procurement policy and procedure revisions and improvement for procurement
support services.
– Ensure procurement requests are communicated to all relevant parties to provide visibility and
awareness, interpretation to support implementation.

QUALIFICATIONS – Possess strong communication skills
– Ability to work on multiple concurrent projects
– Ability to work under tight deadlines
– Ability to complete assignments timely and submit weekly status reports indicating progress on
assigned tasks, performance against assigned project due dates, and identification and
suggested resolution for issues having the potential to adversely impact performance and/or the
project.
– Ability to maintain a positive working relationship with coworkers, supervisors and customers
and present a positive team environment and customer focus.
– Ability to adhere to DOM work rules.
– Highly organized and process-driven.

REQUIREMENTS
3 years relevant experience or bachelor’s degree in business or a related field plus 1-year relevant
experience or postgraduate degree in a related field (JD, MBA, etc.)
