Job Description

The purpose of this position is to design, develop, and manage the technical aspects of the disease surveillance electronic data exchange infrastructure for the Iowa Department of Public Health. In the event technical assistance staff augments the existing IDPH team, this role also oversees the development work performed by the augmented technical assistance staff.

• Design and development of the components related to surveillance electronic exchange
• Maintain the Rhapsody integration engine
• Providing guidance and training to external surveillance partners with HL7 standard message development
• Interface development with in-bound surveillance partners
• Interface development with out-bound to other public health jurisdictions
• Interface configuration with surveillance partners or aggregation facilities such as the AIMS platform or health information exchange (HIE) organizations
• Implementation of messaging interfaces with the Centers for Disease Control and Prevention (CDC)
• Development related to interoperability projects within the Department
• Periodic upgrades to the Rhapsody integration engine
• Daily operational tasks such as error handling and routine maintenance of data flow and systems

Responsibilities and required skills

Capacity to quickly troubleshoot technical issues – including researching new concepts – that may be required to meet the demands of the fast-paced (15 years)
Expertise with HL7 electronic messaging standards (15 years)
Expertise with development and configuration within integration engines (especially the Rhapsody integration engine) (15 years)
Expertise with SQL (15 years)
Ability to provide guidance to other development staff related to electronic messaging interface projects (15 years)
