Job Description

IWD is seeking a project manager experienced in large scale SaaS implementations and legacy system modernizations to lead modernization of the Unemployment Insurance (UI) Benefits, Integrity and Appeals system.
Modernization of workforce systems is a State of Iowa and nation-wide priority and IWD aims to be a leader in these efforts. IWD is in varying stages of modernization of all legacy systems. At the forefront is UI Modernization, transitioning from an in-house legacy mainframe system to a vendor-supported and hosted SaaS product. When live, the modernized system will provide a contemporary, web-based system to submit and process UI claims while interfacing/integrating with existing systems including UI Tax and Virtual One Stop, among several inter-agency data exchanges.
The project is a multi-year effort, currently in the design/development phase. The vendor operates a hybrid model approach – classic waterfall for overall project delivery with agile methodologies for feature development and testing.
The project manager will be responsible for developing/maintaining a master project plan/timeline, resource management plans and communication plan, while monitoring overall project health and reporting status to the EPMO Bureau Chief, IWD CIO and UI Leadership. The project manager will lead a highly skilled team of BAs and lead SMEs responsible for system design, interfaces/integrations, data conversion, single sign-on and testing. In coordination with the BAs leads, the project manager must ensure timely planning and execution of all project areas to secure a timely delivery.
To be effective in this role, the project manager must have experience with large scale modernizations and software implementations, with an emphasis on vendor management and strategic planning. It is a requirement that the PM have experience with Organizational Change Management and demonstrated ability to engage with project stakeholders, leading them through transformational change.
Day to day, the project manager will hold meetings with vendor project managers to discuss project progress, stand ups with internal team to track progress, schedule and facilitate varying design focused sessions, and prepare metrics or status reporting to be shared with leadership.
