Job Description
GIS Analyst 4 to Assist with FCC Broadband Challenge and Broadband Mapping in Idaho
The main goal of the two positions is to support the Idaho Department of Commerce with the FCC Map Fixed Availability Challenge Process and Broadband Mapping in Idaho. The positions are supervised by the Geographic Information Officer housed in the Idaho Office of Information Technology Services.
The positions will be involved with the following activities:
(1) Performing complex spatial analyses to compare serviceable locations provided by the FCC with comparable data from other sources
(2) Research additional spatial datasets and resources to document required changes to the FCC location fabric. When needed, work with local stakeholders (Cities, Counties, Internet Service Providers etc.) to verify information.
(3) Participate in submitting data challenges to the FCC using either their Bulk or Individual challenge processes
(4) Participate in other activities to map Broadband in Idaho.
GIS Analyst 4 (CGA4)

The GIS Analyst 4 is responsible for managing large complex GIS programs including customer support, complex analyses, map creation and process automation. The GIS Analyst 4 is responsible for providing managing and/or supporting complex GIS Programs. The CGA will design databases, workflows as well as create data and maps. The CGA can perform complex geospatial analyses and have programming skills to automate tasks and workflows. The GIS Analyst 4 also has very good skills documenting their workflow and analyses.

Activities:?
Assists in designing and implementing GIS programs and projects using input from various stakeholders and continue coordinating and working with those stakeholders as project progresses. CGA designs databases, workflows and data gathering strategies as well as advise on required GIS infrastructure. GIS Analyst has extensive experience with ArcGIS Software including ArcGIS Pro, ArcGIS Server and ArcGIS Online and can configure out-of-the-box map applications as well as automate processes using Python or create custom applications using JavaScript. CGA has excellent communication skills to train and engage a diverse group of stakeholders.

Pre-Requisites:?
Able to work independently, have excellent communication and organization skills and be able to work with stakeholders to design and implement GIS projects. CGA has a bachelor’s or Masters’ degree in GIS or relevant field and 2 years or more experience with GIS or has 4 or more years’ relevant experience in GIS without an advanced degree.

Responsibilities and required skills
Operating a GIS System as a specialist or analyst (only two years required if combined with college degree in GIS or related field) (4 years)
Operating (this includes mapping, editing and geoprocessing) ArcGIS Pro software (1 years)
Experience working on large projects that require communicating with, and coordinating between a variety of stakeholders (6 years)
Experience Scripting workflows and geoprocessing in Python and/or Model Builder (6 years)
Experience creating maps and applications in ArcGIS Online or ArcGIS Enterprise Portal using configurable templates (1 years)
Experience working in the Public Safety sector (1 years)
Candidate must have a valid driver's license AND reliable vehicle (0 years)
