Job Description

UAT & Documentation
The PMO requires professionals who can be assigned to various state departments in Maine according to project requirements. This position directly reports to the PMO Director of Transformation Management.
The core responsibilities include conducting detailed business requirements analysis, documenting processes, and possibly performing user acceptance testing adhering to industry best practices. Success in this role necessitates strong analytical skills and the ability to convey complex concepts to non-technical stakeholders effectively.
Candidates must exhibit a systematic approach to business analysis, be collaborative, and possess excellent communication skills to articulate intricate concepts clearly, fostering transparency and open lines of communication.
The Business Analyst will collaborate closely with various teams to define business requirements that align with the project’s objectives. Key responsibilities include:
Working with the Project Manager to establish a clear project pathway and develop strategies for risk mitigation.
Conducting ‘Gap Analysis’ by designing current-state and future-state business
Required Skill Set/Skill Level/Experience process workflows, as well as executing business requirements gathering workshops to identify opportunities for process improvement, pinpoint process bottlenecks, and eliminate redundancies.
Developing comprehensive functional and non-functional business requirements for solution planning.
Conducting thorough investigations and documentation of clearly defined business rules as part of process mapping activities
Critical Skillsets for success:
Required and/or desired skills of the BA
Highly proficient in business process modeling and gap analysis.
Proficient with all Office 365 products, specifically Excel for data/gap analysis tasks and Visio for process map design.
Able to work independently and autonomously on assigned deliverables, utilizing time management and prioritization skills.
Preferred: Knowledge of government structure.
Understands the difference between a business functional requirement and a business non-functional requirement and can explain and educate prospective business partners.
Capable of serving as a mediator between business users and technical users on assigned projects.
Willing and able to provide servant leadership for business partners in a consultant capacity.
Able to leverage negotiating skills without direct authority.
Experience in leading workshops for business requirements gap analysis.
Experience in creating current-state and future-state process workflows.
Experience in creating and maintaining dashboards using a tool such as Power BI for tracking work and communicating progress to business partners.
Understands business requirements gathering best practice methodologies.
Experience in creating and designing a Business Requirements Document
