Job Description

Job Description:
The Project Management Office is seeking an individual to support multiple initiatives within the State of Maine departments. The Quality Assurance Specialist Level 3 (QAS3) is responsible for the design, pilot, and implementation of the software quality. The Quality Assurance Lead is responsible for communicating with sponsors/stakeholders regarding the progress of the quality approach and a summary of the metrics.
Key Responsibilities:
Conduct software quality reviews at phase-end, ensuring work products and processes comply with approved, tailored procedures and standards.
Review project development activities and internal tasks against project plans, templates, procedures, and applicable third-party requirements.
Perform detailed reviews of interim and final work products to verify compliance.
Produce required software quality assurance reports as outlined in the project’s QA plan.
Report all identified noncompliance issues and track action item resolution.
Ensure teams follow defined development processes and organizational quality standards.
Identify process and work product improvement opportunities and escalate to appropriate stakeholders.
Obtain and provide feedback to project teams on process effectiveness and improvement needs.
Support continuous improvement planning and communicate improvement measures across teams.
Assist in managing and enhancing QA team processes.
Track and monitor action items, issues, risks, deadlines, and process improvement opportunities.
Ensure appropriate stakeholders are informed of risks, deadlines, and progress on resolutions.
Verify measurement procedures are followed and required metrics are collected.
Estimate time requirements and schedule QA review activities.
Develop and manage short- and long-term plans for organization wide software quality needs.
Balance workload across team capacity and coordinate necessary skills and resources.
Coordinate work within and across teams, facilitating proactive issue resolution.
Communicate clear status updates, team goals, and organizational standards.
Provide meaningful guidance to teams on process compliance, quality expectations, and improvement areas.
Work with customers and stakeholders as needed to ensure alignment.
Conduct training for project teams on the software quality review process.
Research issues independently before seeking assistance from QA leadership.
Offer recommendations and options to help teams resolve quality related issues.
Organize and manage work effectively, completing assignments on schedule.
Demonstrate strong communication skills, teamwork, and adherence to quality standards.
Manage and report time spent on all work activities.
